One way to validate this would be to contact your PMI provider and check whether you are allowed to add NEDs to your policy as defined by your scheme rules
Agree with Leanne as NED's are technically not employees and employers are only expected to provide benefits to employees. Therefore, I have always excluded NEDs from PMI.
We don't include our Non-Executive Directors in any employee benefits. They receive a base fee structure only.
Check up on some annual reports, you will get a feel on what other companies are doing. I'm not aware of many providing this type of arrangement for their NEDs.
